According to the LAPD website, a NASA study found that “The citizens of Los Angeles accept helicopter patrols as a necessary part of the City’s police system and strongly favor their continuation.”  There are two major problems with that statement.  First, the referenced study took place almost fifty years ago, so could not possibly be considered current.  Second, the quote is misleading and inaccurate, extracted from a report on test results from a small sample of citizens in only two geographic areas of Los Angeles.

The actual quote from the last page of the 1970 NASA report is: “The residents of the test areas accept the helicopter patrols as a necessary part of the police system and strongly favor the continuation of the patrols.”  The test areas used were the West Valley Division and University Division, the first centered in Reseda, the second called Southwest Division today, centered near USC.  The study was narrowed to track the effectiveness of LAPD’s fleet of four helicopters in the late 1960’s at reducing and controlling crime.  Quality of life, integrity, ethics and honor were not a part of the study, as would be needed today to test LAPD Air Support Division’s effectiveness in carrying out the department’s stated mission:

It is the mission of the Los Angeles Police Department to safeguard the lives and property of the people we serve, to reduce the incidence and fear of crime, and to enhance public safety while working with the diverse communities to improve their quality of life. Our mandate is to do so with honor and integrity, while at all times conducting ourselves with the highest ethical standards to maintain public confidence.

Several years ago, LAPD stopped pursuing complaints by the public regarding “low-flying airships,” putting in question their commitment to “working with the diverse communities to improve their quality of life.”  In the highly dated NASA report on LAPD helicopter use, the word “noise” appears several times—first on page twenty-six, in the public opinion section: “The most undesirable feature of the helicopters, to residents, appears to be noise.”  Noise is mentioned twice on page twenty-eight, as well, but is left out of LAPD’s History of the Air Support Division webpage.

Perhaps it’s time for a new survey.  One that takes in not just crime-stopping, but quality of life issues like disturbing the peace.  What price are L.A. residents willing to pay to go after suspects?  Is putting a spotlight over a property thief worth the noise?  Is it worth the cost of fuel?  Could this city be not just safe against crime, but peaceful?  How can these warlike tools, first brought in to assist traffic safety in 1956, ever be a part of a long-term vision for peace?

Today LAPD Air Support boasts a war chest of twenty choppers, up sixteen from the last time NASA checked into their effectiveness and popularity with residents.  LAPD has misrepresented a fifty-year old NASA report on their website, and they have disallowed formal complaints by L.A. citizens against their noise.  Some day, citizens who love peace must stand up and circle around this perpetual war perpetrated by LAPD and other paramilitary forces across this land, demand silence in the name of nature and its native inhabitants, whose land we violently stole.

One LAPD pilot called their choppers a “force multiplier” in a recent phone conversation. A sad concept for a devolved, hard place.  Is this what we want, Los Angeles?  A constant war?  I do not, and plan to move out of country soon, but while here, I will offer my pen as a hopeful peace multiplier.  Let’s rise above a war begun in 1492 against nature.  I ask Native America back.  Please help us, and excuse our pollution.

You want to spotlight the gangs
from your loud chopper above;
you want to wage a war to feel…

to feel… Something.  To feel safe,
to get paid; to find your situation,
your three square meals and a cot,

your off the boat and into uniform
guarantee of work.  The wide path
to destruction is so easy to acquire…

So, maybe say “No.”  Maybe flip
the gospels upside down, imagine
that which comforts you most—

Died and was not there.  Perhaps
we could benefit from the naked
walk in nature, trust higher powers

the natives in “America” call Great
Spirit, mother earth, peace of effort
exuding graves under white decoration

and advance.  We built churches and
cities on sacred grounds because we
did not do what the bible said to do.

We talk the big game, but then when
put to the test, we often fall through
the water Jesus walked, fish to net—

Because our faith is as strong as a
guppy against a hungry racoon,
abstinence to the drunk who forgot

to pray…

We could send love out to our
communities and get the peace
war officers claim to protect.

Or we can keep throwing up those
choppers, wage war with cops
and uniforms allowing fear to

fuel anger to fuel hatred so we
can continue to suffer.  Yoda

Turn around, if the wrong path
you are on, young Luke or Leia…
Spread love not fear, ground

your horrible first instincts, wait,
listen, and only act if moved
by something truly good.

It starts with a hard truth and look back at our sad history of terrorizing and abusing Native America with our guns.  We stole land, put down some concrete, asphalt and buildings, now patrol it with the same guns that helped us to steal it.  Add to that other tools of war, like low-flying and noise polluting helicopters, and you put the finishing touches on completing the manifest destiny of planting loud and violent civilization on America, blessed by a biblical god.

You cannot abandon the helicopter program at LAPD or other police agencies across this country, without telling those hard truths first.  Without examining European practices like alcohol consumption, corruption, cursing and disease.  We were high on our bibles and guns, came in like plundering Vikings, and today keep plundering the silence with hunks of metal manned by men and women who think it okay to burn earth and go fast high above it to seek out bad people and lock them in jail.

Had we listened to Native American people, their chiefs, wise men and women, had we learned from their respectful ways, their love of mother earth—we would have taken in true Christian principles without the fancy book and professions of piety.  Had we listened…  Something we could still do!  “No matter how far down the wrong path you are on, turn around!” informs the Turkish proverb, and may we heed it now.

Come down from the air, police officers, and help our communities.  If you do not want to help in a peaceful manner, please leave.  Maybe research your family history, and return to your country of origin.  I know I plan to do so.  We should have never stolen this land!  Visit and set up trade in it…  Fine.  But build forts and towns without permission of the natural inhabitants?  No.  It is wrong.  It is even un-Christian and antithetical to a biblical way of life that forbids stealing in the Jewish command given to Moses.

We keep stealing, keep killing, brandish and fire our weapons, the LAPD and other cops training to kill—as we have done since first dropping our sick feet down on Native America and this land.  Shhhhhh!  Quiet.  Stop.  Learn from the wise chiefs, read Kent Nerburn’s beautiful book, The Wisdom of the Native Americans, and note our part in stealing land.  No matter how far down this wrong path we are on, let’s ground our horrible choppers, melt down our sinful guns, and turn back toward a real heaven Native Americans will surely help us reach.

As to an alternative for loud and lethal policing, let us walk away and invite Native Americans back into their land to be governed by the Great Spirit, as before we came here.  When we respect these people fully, we will begin a true path to peace and public safety.

LAPD are the loudest entity on my block.  Consistently loud, abusive and rude.  They damage the peace routinely, which is at odds with the concept of Peace Officers.  LAPD’s supposed mission:

…to safeguard the lives and property of the people we serve, to reduce the incidence and fear of crime, and to enhance public safety while working with the diverse communities to improve their quality of life.  Our mandate is to do so with honor and integrity, while at all times conducting ourselves with the highest ethical standards to maintain public confidence.

Was “peace” and “keeping the peace” something that was considered in our mission statement?  Something impossible to do with the abusive use of loud, polluting helicopters!  What “quality of life” is increased with war machines killing the peace in a ten mile radius?  How is a bad situation made better by making it worse?

“There’s a suspect in this region, so add the crime of noise pollution, and send a chopper?”

I don’t want the LAPD’s war on our communities.  Do you?!?!

(2) Any person who maliciously and willfully disturbs another person by loud and unreasonable noise.

Written American law code is sort of a joke, when you think that the United States government was founded on land theft.  But while here, I’ll play with it to point out how unlawful LAPD and other police agency helicopters are, operating loudly and by code illegally over our communities.

I never see the criminals or suspects around here, just hear and see the horrible sounds and sights of LAPD’s warlike choppers—fine for the Hell of CIA’s war in Vietnam, but no good for a peaceful, loving society.  I smirk, for how can we ever be, if we do not invite native America back to their land, retreat to our own lanes and spaces—from our countries of origin to smaller tracts with permission and coordination with the natives?

A horrible sound and people we have let ourselves be, from the get-go rationalized by our bibles and guns.  “We must be better than the native peoples,” we belched, “because we can kill better, curse better, drink alcohol better and steal land better.”  Shameful.

The moment we turn back, we can rethink the asphalt in that road, the polluting machines we use to travel on them, and above everything else the horrible war machines police abuse to abuse the peace of our neighborhoods, called helicopters.  A horrible invention by a lost people, a people who have abandoned their fathers’ graves and past—

to steal the land of native Peoples in Martin Waldseemüller’s “America.”  We have lost our way, and the abuse of helicopters is representative of this loss, along with mass shootings and gun obsession.  If we ever should want peace of mind, we must turn this ship around;

it all starts by telling the truth.

We are victims of our own fundamental sins in “Los Angeles” and other modern cities across this land mapmaker Martin Waldseemüller called America in 1507.  The real name for where I live is the native Otsungna, or “place of the Roses,” and mustn’t that have been nice?  There was a river running through it, instead of graffiti on concrete surrounding a weak stream.  There was a lake in the area we now call San Marino, but white farmers came in and sucked out its water so much that it is now a nice grass-lined park… but no more lake.

There were no sirens, no airplanes, and no helicopters robbing the earth of peace simultaneous to burning her blood to go faster and higher.

Speaking of robbery, there was a people, mostly naked and brown-skinned, who lived on and with the land.  They had no books, modern weapons or guns—so fell easy prey to aggressive, land-grabbing white people, who threatened and committed violence under a painted cross.  We stole land and butted out peaceful inhabitants here so that we could erect our New Europe.

We brought guns, alcohol, cursing and disease—but oh man did we have a book!  “This book will save you from all your sins!” we bragged to the native tribes living at peace with the real God in nature.  We did not want to hear their myths and stories, took some tips on planting and living in this land, then kicked them out in the name of the god of words on pages, revved up our industrial revolution and “progress”—progressing and advancing our weaponry, noise, cursing and alcohol consumption, while the native people were pushed out of sight and mind.

Today LAPD helicopters claim to patrol this land, claim to “safeguard the lives and property” of us citizens of a city, county, state and government based in land theft.  Crimes are committed everyday, the most evident to me while I still live on this stolen land by police helicopters killing peace with their war tools.  The LAPD mission statement, quoted above, also says that its officers work “with the diverse communities to improve their quality of life.”  Are we defining terms the same way?

What a sad people we are, roaring up in metal vessels, polluting the air and life below, deeming it good for our quality of life.  A roar we unfortunately hear, since 1957’s first introduction of the noise polluter above our city, to me the point of the sword that killed and forced out native America, peace, rivers and lakes from this land.  We could have set up trade, respected native peoples, allowed them to live side by side with us, but no.  We were too sick, too infected with the self-righteousness of might equaling right, with some words in a book we were sure could not ever be beaten by any people’s unwritten traditions.

We have failed to improve this land, and yes I plan to leave it soon, to give my spot back to a native American.  While I am still here, I will continue to point out obvious crimes—most commonly committed by our supposed crime-stoppers, the LAPD.  Police officers across this land represent our collective shame, our thievery, our pollution.  It’s time we admitted our sins—

the first step in amending them.

Native Americans had quite a message for us, so far unheeded or followed very much.

They lived at one with nature, took and used what they needed, in harmony and without loud intrusions like guns.

Europeans brought guns with their bibles, an arms race close quarters and over-populating seemed to bring in the Old World.  A good life to a European person was different from the good life a Native person found in America.  Book reading, elaborate clothing, and aforementioned guns—loud and nature-defying—were seen as marks of a better society than found when Columbus and other explorers began to conquer this land.

The British and Spanish cited lack of Christianity as a justification to kill, enslave and remove native people here, in a long war to replace their culture and presence with ours.  Now, guns are commonplace, noise meeting little resistance, police forces an extension of those first European thoughts that the un-Christian should be dominated and controlled.

A militant start has yielded militancy, and I have seen first-hand the violence at the heart of modern American governing.  Violence.  Judgment of others.  Justifications for noise and war.  Scapegoating people to separate us, from “gangs” to “terrorists”—groups we create with political corruption, greed and un-checked imperialization and colonization.

Guns do not make a culture better, but louder.  More violent.

Helicopters the same.

When will we stop, listen to the native Great Spirit?  When will we hear God in peace?  When will we stop taking so much money in leadership, while communities suffer and seek to protect themselves in what judgmental circles call those darned “gangs?”

We made the gangs with our neglect.  Now go punish them with our guns?  Now go invade privacy and disturb the peace with helicopters and sirens day and night?

The greatest enemy to peace in the city of Los Angeles is the greed at City Hall combined with a violent paramilitary force protecting the status quo of neglectful suits claiming to serve under-served neighborhoods.  Those under-served communities suffer, while councilmen make $178,000/year, the mayor about $232,000 and the Chief of Police around 300K.

I’m writing to plead with the real criminals of Los Angeles to change our ways, take less, and finally start serving communities we turned into problems years ago by kicking peace out to make way for our war.  Our war on nature.  Our war on people without bibles.  Our war on people who peacefully lived in a spot we coveted.  We displace and displace, neglect and neglect, drive around in our suits and bloated salaries.  Join me and end this criminal cycle!

CPC 236:
False imprisonment is the unlawful violation of the personal liberty of another.

CPC 832.5 (a) (1) Each department or agency in this state that employs peace officers shall establish a procedure to investigate complaints by members of the public against the personnel of these departments or agencies, and shall make a written description of the procedure available to the public.

BPC 6068 Attorney Duties:
(a) To support the Constitution and laws of the United States and of this state.
(f) To advance no fact prejudicial to the honor or reputation of a party or witness, unless required by the justice of the cause with which he or she is charged.
(g) Not to encourage either the commencement or the continuance of an action or proceeding from any corrupt motive of passion or interest

Once I posed the dangers of involving anger in police work to a Sergeant at LAPD’s Hollenbeck Division headquarters.

He answered back with enthusiasm:

“Anger helps us.  I believe it is good for officers.”

I’ve personally been arrested by LAPD twice without evidence or probable cause.  The arrests were made when I stood on the Constitution, asserted my rights…

And they got mad.

For both arrests, by the way, I swiftly went to court and proved my factual innocence to a judge, and am still awaiting City of Los Angeles reimbursements for the troubles they caused me, financially and otherwise.

The total personal financial cost of LAPD mistakes to me:

$2500 in bail money.

Twenty total hours lost in actual time in my life; about fifty total hours of affect, as I lost two days due to a sleep-deprived jail stay in one of those illegal arrests.

If one wondered, the criminal code for arresting and detaining a California citizen illegally without probable cause is CPC 236, spelled out above.

But practice and code are two different things, and one would be very hard-pressed to find any filings of charges against police officers in this state for a CPC 236 violation.

Unfortunately, police—including the LAPD, are protected in a biased perversion of another big code: CPC 832.5.

That is the code used and abused by City and District Attorney offices to keep a corrupt cycle of “police investigating police” whirling and swirling.

The wording is key: “complaints by members of the public against” police officers…

Complaints.  Okay, “They were rude.”  “Unprofessional.”  “Made me feel bad.”  “Made me feel scared.”  “Did not say ‘please’ or ‘thank you.”  “The officer was discourteous and ordered me around too much.”

What about Criminal Charges???

“He hurt my shoulder.”  “They had no evidence, got mad, then roughly cuffed me and arrested me.” “They shot and killed my son.”  Those are crimes, if true.  CPC 240 Assault, and CPC 236 Illegal Detainment.  187 murder, degrees of it or manslaughter.

Shouldn’t a differentiation be made between “complaints” and “criminal charges?”

Shouldn’t an independent investigator without ties to police officers investigate all criminal complaints against police?

If there is a professional standards issue, by all means—832.5 plays, and the Internal Affairs process can have their way, decide if officers did wrong.

But with criminal charges:

We need to budget and acquire a way to independently investigate a police officer—like any other citizen—of culpability in that crime.

Nixon was not above the law.  Trump is not above the law.  Neither should cops be above the law, and neither should city and district attorneys claim them as “clients” to create even more bias in the process.

The Attorney’s Oath must be followed.

I had to kill him because he had a gun.

Did you?

What if you used a non-lethal weapon
to disable him?

Could that perpetrator do any harm
from the ground, where they lie
writhing in pain?

“I had to kill.”

“I had to point my gun into their
torso, and fire a bullet.”

I disagree, and so does Science if
your goal is to stop a killer from killing.

You would claim that their heart must
STOP.  I claim not.

Can an unconscious person kill?

As a scientist, man—this is not
even “thou shalt not kill,” this is
a question of physics not religion—

So put your heart into your answer,
stop for a moment your longstanding
justification for murder.

No, an unconscious person cannot kill.

Is it right to Kill a killer?  It is wrong to
kill, but wait.  We get to kill someone,
don’t we boss?

If you want a nice community:  no.

If you want to be on level with society—
no.

“But what about the gang bangers?  The
crooks, the crazies going for suicide-by-cop?”

Duck, get the heck behind a wall, and wait it out.
If you have the range to use your
non-lethal arsenal—use it.  If not, be cool,
and take cover.

Two wrongs will never make a right.

It is wrong to kill—that violent criminal,
waving and shooting a gun… Wrong!!!

But it is even more wrong to stand on
a pedestal with your healthy attitude,
and spit down to wipe that Wrong person
off the face of the Earth.

Stop playing God, serve others and
Enforce LAW, Mr. and Mrs. Police
Officer.

You can go from a Scary to “Helpful” group.

You can stop justifying wrong and
Scientifically poor statements like
“I had to kill him, he had a gun.”

Just drop ‘em, or wait
‘em out, save a soul—theirs, yours,
let’s convert some crooks to
citizens today.  Love our fellow
man or woman—especially when they
need love the most!!!

Put down our arms, Risk injury
and join the right side of the fight—

Never kill and do right.

Born we never hurt;
vulnerable, loving, wondering…

We get scared once, twice, grow
up scared so many times, you make
a pact with the Devil to take
revenge on big bullying small,
justify to yourself and others when
you buy a gun, get trained in uniform
to KILL, throwing out a thought the
Bible or Torah instilled in you to
be “good” and turn the other cheek
to evil… forgive.

We may get hurt in this life; some
are confused, have walked too far away
from the infancy of innocence, forget
that the whole journey is about
staying young, fighting for innocence.

Our Anger is Devil-born, is from Evil,
and so a community is wise to stop
justifying it and its guns—bent on killing,
taking revenge for the pain, the fear felt,
preempting threats with shots through
the torso, awaiting a friend-in-Evil,
Satan beating that drum, calling it all
“Justifiable homicide…” What a game,
you think you win when you lied,

But oh the turns that take, as you
lie awake, the face of the murdered in
yours, you know there is a heaven, even
if only Peace of Mind, knowing
you did your best.

You could have believed in your fellow
man or woman, sought some good out
even in their worst moment.

You played God and not only judged
them as not worthy but killed.

And now they return to you in
nightmares and visions, God’s way of
saying: “Thou shalt not kill…” Your crime
has a punishment whether courts find
you guilty or not.

Two roads diverged in the heat
of a Los Angeles day: kill the apparent
killer or forgive.

One road to heaven, the other to Hell,
make up your mind now; I hope you
make it well
